Needs analysis and program evaluation

Evaluations are designed to evaluate one of the following questions:

1. How should the program be delivered to produce desired results (needs analysis)?
2. Is the program being delivered as intended (process evaluation)?
3. Is the program delivering the desired outcomes (outcome evaluation)?
4. What is the overall impact of the program (impact evaluation)?
5. What is the overall cost effectiveness and value of the programme (Social Return on Investment Analysis)?
